Does a 3watt LED 4cell Maglite produce more light than a 3watt LED 2cell Maglite?

The difference is the number of cells.

1No, they are both 3 watt bulbs. the number of cells will only make the overall battery life longer.

now if the 4 cell has a larger lens it may appear brighter, but in the end it is only 3 watts
